The Healthcare Staffing Programme, (HSP), is responsible for the development and maintenance of existing nursing and midwifery workload tools, Real Time Staffing Resources and the development of digitally enabled workload tools. The HSP also provides support and education to NHS Boards developing capacity and capability to enable Boards to meet their legislative requirements, and to apply the common staffing method to inform decisions relating to healthcare staffing requirements on governance and escalation processes.

Responsibilities

  • Monitor the discharge by Health Boards, relevant special health boards of their duties under all parts of the Health & Care Staffing Scotland Act 2019.
  • Lead large groups of senior professional leaders, clinicians including Allied Healthcare Professionals, Nurses, Midwives, Medics and Data Analysts to ensure that the development of tools is clinically led, has the robust evidence and statistical rigor necessary.
  • Manage and support the work of the Programme Advisors and Data Analysts.
  • Provide leadership and support, deliver education and training to workforce leads, healthcare staff, senior professional leaders and managers within NHS Boards to ensure there is an understanding of workload tools and common staffing methodology across Scotland to be able to comply with the Health & Care (Staffing) (Scotland) Legislation.

Responsibilities

  • Developed the Generic Recruitment process to address and recover the significant nursing establishment gap and encourage a values based Nursing workforce for patients in NHS Lothian.
  • Reduced, and sustained the Nursing Workforce establishment gap from 11% to 5% initially, and then sustain 5-7% against fluctuating Nursing supply.
  • Examine relationships between substantive workforce and supplementary staffing demand, make comparisons, identify themes and take responsive action accordingly.
  • Guide, advise and at times respectively challenge colleagues when their recruitment methods, practice and timeline were not adhering to good practice or policy.
