• Support the Wastewater & Waste Regulation Manager in maintaining a close professional relationship with Environmental Regulator.
• Negotiate all wastewater standards associated with Wastewater Treatment Works and sewerage systems, taking into account Drainage Area Studies and Drainage Area Plans. This involves regular engagement with NIEA regards to Compliance/regulatory issues and reporting, Interim time banded standards during Capital Works Programme (CWP) scheme construction phase, Discounting of samples from regulatory reporting, Responses to Warning Letters/Enforcement Notices/Statements under Caution, Pollution Incidents, Development of improvement programmes for waste management activity and external NIEA audit responses.
• Provide support in developing and implementing policies and procedures required to meet environmental regulation standards.
• Maintain collaborative working relationships with colleagues from across the business, including provision of advice on regulatory requirements and timescales.
• Provision of regulatory support and advice for capital schemes and prioritisation of the capital program.
• Represent Environmental Regulation section at inter-directorate meetings and liaison meetings with Regulators as required.
• Ensure timely and accurate compliance reporting to NIEA to meet regulatory deadlines.
• Research and develop specialist knowledge in interpretation of existing Regulations and advance planning for future amendments and changes. Liaison with professional advisers to NI Water on scientific, quality and compliance aspects of EC and National Legislation
• Prepare drafts for new plans and procedures required to ensure compliance, such as Integrated Pollution Prevention Control procedures and Waste Management Licenses.
• Contribute to production of reports and presentations to advise and inform scientific, engineering and operations management on remedial actions necessary to ensure regulatory compliance for Wastewater and Waste.
• Regular dashboard reporting to internal and external stakeholders of compliance risks.
• Ensure information for exceedance investigations and recommended remedial action is provided in a timely way to minimize the possibility of enforcement action by the regulators.
• Requirement to assist in event of emergencies and incidents.
• Liaise closely with other members of Environmental Regulation, Analytical Services, Asset Management, Infrastructure Delivery and Water/Wastewater Production Line staff.
