A procurement manager with over twenty years' experience in the field. I enjoy providing an end-to-end service to my client base. I have developed and implemented procurement policies and procedures at green field sites and more established organisations, managed procurement teams, provided innovative solutions to problems and delivered value-for-money contracts.

In my current role I'm tasked with shepherding in the new Procurement Act 2023 and ensuring internal documentation and processes are aligned to it.

I am a key member of a small team of procurement professionals tasked with achieving value for money whilst complying with current legislation and best practice.

  • Team subject matter expert with regards to procurement legislation, recently shepherding in the new Procurement Act. leading the project to ensure internal documentation reflects the new reality and socialising and imbedding the new policies and procedures to the organisation as a whole.
  • Main procurement lead and business partner for HR, leading on all complex and high value tenders. A recent success was the letting of a complex high value (£150m-£200m) temporary staffing contract for investigator roles. This included developing a procurement strategy that drove down overall cost whilst improving quality, which resulted in a 11% decrease in supplier fees over the current contract.
  • Business partner, significantly improving the relationship with HR, imbedding tailored procurement policies into both HR's strategic planning and day to day business. As a result the, time to contract within HR has significantly reduced.
  • Lead on the tender for a new ERP system (Workday) including implementation and on-going system support. I also act as the point of contact for HR colleagues who are having issues with the P2P system.

Head of a small procurement team responsible for flexibly managing all major procurement activities (goods, services and works) within the Department. Responsibilities include:

  • Formulating procurement policies and procedures to ensure that they were fit-for-purpose, results orientated and comply with EU and Government directives;
  • Liaising with senior staff around the department to ensure that procurements was appropriately scheduled, amalgamated when advantageous to do so and that the optimum routes to markets are agreed on;
  • Providing procurement input and advice to project boards when required;


Main Achievements

  • Outsourcing the Department's total IT function which required me to manage the end-to-end procurement process including appointing consultants to develop the statement of requirements, liaising with procurement lawyers to agree terms and conditions, agreeing the procurement timetable, negotiating the commercial aspects of bids with suppliers to ensure value for money, managing end user expectations. As a result the Department was able to have a complete IT hardware and software refresh and continues to obtain a cost effective and value adding service. I recently negotiated a two year extension to the contract with reduced fees of c£150,000
  • Developing framework agreements with other economic regulators for the provision of professional services and using aggregated spend to drive down supplier rates. In addition I formulated the call-off templates in a way that encouraged suppliers on the framework to further discount their fees. On average the fees charges were 10% - 15% lower than the already discounted rates.
  • Rewriting and re-launching the procurement policies and procedures to eliminate non-value adding processes.

Achievements include:

  • Using my influencing skills to persuade the director of corporate operations to agree to re-let a reprographics contract. As a result of the tender the annual costs of the service was halved.
  • Providing all procurement activities and advice for the establishment of the Committee of European Banking Supervisors (CEBS) in London on behalf of the FSA. Activities included finding appropriate accommodation, letting contracts for IT and office services etc.
  • Acing as the ‘Intelligent Client’ for the periodic re-tendering of the on-sit cantering contracts ensuring that the chosen offering provided a good level of service for FSA staff and visitors whilst reducing the subsidy.
