Summary

I am very enthusiastic about the role of Deputy Chief Officer - Corporate Services, particularly as I can see the opportunity for continuing to drive and enable positive change within the SFRS. This is an attractive post and the perfect career progression opportunity which would allow me a return to the SFRS family.


Knowledge and Experience


As you will hopefully see from my application, I have significant working knowledge and experience of Local Government and Public Sector (about 17 years of public services providing me with a working knowledge of public sector reform & challenges) and substantial senior management experience including Assistant Director of Governance and HR, Head of Governance and Assurance (Monitoring Officer), Legal Manager, Chief Solicitor, Deputy Monitoring Officer, Proper Officer, Adviser to Board/Elected Members, Data Protection Officer, Principal Solicitor, Company Director, Delegated and Depute Returning Officer, SOLAR (President, Communications Officer and Vice President roles).


I also have significant experience of managing multi-disciplinary teams. I am confident that the skills, qualities, enthusiasm and proven track record demonstrated by my employment, academic and voluntary work experience, as well as the following highlights make me a suitable candidate for the post.


As detailed in the Employment History above, I have a proven track record of leadership and senior management experience within four local authorities and the Scottish Fire and Rescue Service. This includes advising and reporting to a wide range of corporate committees, boards and full Council. Importantly, I have experience of working closely with Elected/Board Members and Council Directors.


Education & Training


As you will note from the above Qualification section, my main qualification relate to law including an undergraduate LLB, the professional Scots law postgraduate degree (Diploma in Legal Practice) and a current Law Society Practising Certificate. I also have a Human Rights Law postgraduate degree (LLM), a very useful tool for working in public sector organisations.


In order to develop as a public services officer and leader I have successfully completed, at my own expense and time a Diploma in Public Services Leadership and a Certificate in Management for Lawyers. I am also a qualified Chartered Manager (Chartered Management Institute). In addition I am currently undertaking a CIPD course- Level 7 Diploma in Strategic People Management.


All of the above have helped to:

- continue to develop corporate, leadership and management skills

- anticipate forthcoming legislation

- improve my public speaking skills

- develop specialised knowledge in the relevant subjects

- improved my strategic thinking and overall professional development.



Skills and Abilities


My professional career has been within the public sector, which has allowed me to use my skills and abilities for the benefit of the community as our ultimate customer. The projects referred to in my application were customer focused in terms of outcomes and should provide an insight into my leadership skills including strategic thinking, change management, communication skills and strong influencing skills within political environments. In addition, I believe I have strong analytical skills which are evidenced in having successfully fulfilled senior legal roles within Dumfries and Galloway Council, the Scottish Fire and Rescue Service, Midlothian Council and SOLAR.

As the President of SOLAR I held the lead role for the organisation in terms of strategy, governance, direction and I was the main contact for the Scottish Government, SOLACE, ADES (Directors of Education), COSLA, and all other relevant stakeholders.

I represented SOLAR at high level strategic meetings with the above mentioned stakeholders, particularly during the start of Covid, and pursued the appropriate approach and stance for the benefit of our members, public sector organisations and local government as a whole.

As an Office Bearer (As President and in previous roles of Vice President and Communications Officer) I was part of the SOLAR Executive (Strategic decision making Committee of SOLAR).
During my time as Office Bearer I led or had significant input into:
- Designing, delivering and implementing a new Communications Strategy for SOLAR (first time in SOLAR’s history)
- Public relations including raising SOLAR’s profile locally and internationally
- - Representing SOLAR at national forums (E.g. Justice Committee of the Scottish Parliament https://www.scottishparliament.tv/meeting/justice-committee-february-28-2017 [1:36:00 onwards]) and Managing communications with the Media and Government.
- Maintenance and improvement of the new SOLAR Website (Overhauled the old website to a more modern and accessible site) http://www.solarscotland.org.uk/
- Creating and implementing innovative ways of communication (within and outwith the organisation) which included social media and networking platform for members.

As the Legal Services Manager, I deputised for the Head of Corporate Governance and I specifically led the Legal Services Team. I was also the Data Protection Officer for the organisation. The role involved working closely with Board Members and Senior Management.
Whilst in post I carried out a wholesale Legal Services Review which delivered a much improved legal services infrastructure, mitigating external costs and building corporate legal resilience.
