Martina Moroney

I am a high performing Policy Manager at the ICE. My responsibilities include:

• Authoring and briefing stakeholders, including MPs, members of the House of Lords and C-suite industry leaders on high-profile ICE policy papers. The most recent was a paper on major project delivery that was covered in Politico's Playbook email.
• Recently deputising for the Head of Policy while they were away on a period of extended sick leave.
• Recently leading the ICE's response to the Water White Paper and engagement with members.
• Regular leadership of reactive policy projects (submissions, select committee spokespeople briefings, analysis blogs, engagement with government departments, etc.)
• Representing the ICE at speaking events mainly focused on our advice I led on to inform the development of the New Zealand Infrastructure Commission's 30-year Infrastructure Plan. This has included speaking alongside previous NZ Cabinet ministers.
• Undertaking competitor analysis to inform improved policy product and influencing development.
• Developing a range of stakeholder relationships that have led to us partnering with high profile agencies, think tanks and supported intel gathering.

• Led and delivered advocacy work programme (Head of equivalent role, reporting directly to Chief Executive).
• Authored key documents, including 2023 election manifesto, policy positions, reports, and submissions to Government, on behalf of the sector.
• Represented the organisation in media interviews, public speaking engagements and at select committees.
• Built and managed relationships with key ministers and members of Parliament to advance sector priorities, including with senior UK leaders and former politicians.
• Built and managed relationships with senior infrastructure and infrastructure-adjacent c-suite executives.
• Project managed and commissioned external reports.
• Led development and execution of content across our events work programme, including New Zealand’s largest infrastructure conference – Building Nations, international delegations, member events and senior leaders' retreats. The audience's rating of conference content has improved year on year as I gained more responsibility developing the strategic direction of the event. 2025 content feedback was the best in the history of the event.
• Managed a direct report and external contractors within teams focused on policy position development and event execution.
• Led development of New Zealand’s leading infrastructure publication.
• Briefed Chief Executive and the Board regularly.

• Provision of advice to Chief Executive and Policy Director.
• Supported development and execution of advocacy and policy work programme.
• Management of stakeholder relationships including with senior political and private sector leaders.
• Authored submissions, reports and project manage report development by external contractors.
• Executed strategy for conference, develop content for member events, senior leaders' retreats.

• Speaker management for New Zealand's largest infrastructure conference.
• Supported speaker briefings for senior leaders.
• Managed external contractor relationships.
• Wrote articles for leading monthly infrastructure publication.

I sat on the Board of the Institute for Public Administration New Zealand - New Zealand's membership body for the civil service and those working in the wider public sector (Institute for Government equivalent in the UK).

• Contributed to strategy development.
• Built and managed Board and management relationships.
• Support management to deliver on long term strategy for the organisation.
• Leveraged my experience working in membership organisations to advise Board and management on strategic direction.

I co-led New Zealand's New Professionals network for the public sector.

• Led a team of 12 policy professionals in NZ's biggest city and co-led 30 nationwide.
• Led development of events programme focused on educating young and new civil servants and those working with the civil service about the key tenets of public administration and creating a community of practice for them to grow, network and develop their leadership capabilities.
• Regularly developed Board reports.
• Regularly presented and facilitated discussions with MPs and civil service chief executives as well as other senior leaders.

• Reported on select committee proceedings across all committees for an audience of mainly civil service agencies and large businesses across New Zealand.
• Met tight deadlines for twice weekly publication.

I built the Auckland chapter of the Student Volunteer Army (SVA) while at University. Through SVA's work in crises across Aotearoa, the organisation has evolved to become leaders of second wave crisis response, helping communities recover after disaster. This included leading a team of 8 and presenting regularly on behalf of the organisation.
