In my current role at Access Partnership, I have had the privilege of working closely with clients to advance their strategic goals in critical global forums, including:

• Multilateral Event Participation: Supported clients during the 2022 ITU Plenipotentiary Conference (PP-22), CITEL PCC.I and PCC.II meetings, CPM2-23, and the World Radiocommunication Conference 2023 (WRC-23), ensuring their positions were effectively represented and advanced.
• Market Access Campaigns: Led and supported global market access efforts for satellite operators, with a primary focus on Latin America, navigating complex regulatory environments to facilitate successful outcomes.
• Strategic Advocacy: Designed and executed tailored advocacy strategies to address client priorities, fostering collaboration between stakeholders, and strengthening relationships with decision-makers at international and regional levels.
• Regulatory Expertise: Provided actionable insights on regulatory frameworks and trends, enabling clients to make informed decisions, and achieve competitive advantages in key markets.

The following are the highlights of the experience gathered in the Ministry

• Technical and Regulatory Leadership: Led efforts in the development of the new satellite regulatory framework for Colombia, ensuring alignment with international best practices and addressing the needs of the evolving satellite industry.
• Representation in Multilateral Forums: Represented Colombia in global forums such as CITEL PCC.II and International Telecommunication Union (ITU) working groups (WP4A, WRS, CPM). Act as delegate for Colombia at WRC-15 (being CITEL spokesperson for 4 agenda items) and as Alternate Head of Delegation during WRC-19 (being CITEL spokesperson for 1 agenda item), contributing to the negotiation and resolution of critical issues at these global conferences.
• Consensus Building and Negotiation: Worked closely with international stakeholders to achieve agreements on technical and regulatory matters, strengthening the country’s position within the satellite industry.
• Comprehensive Satellite Expertise: Provided technical guidance and policy recommendations to address complex challenges in satellite communications and related technologies.

• Coordinated project activities focusing on financial oversight, timely completion and adherence to client's quality requirements.
• Negotiation, control, and closure of the work orders assigned by the client.
• Developed a report system to analyze man-hours, enhancing tracking of organizational projects.

• Managed cost, time, quality, and acceptance criteria for action plans.
• Streamlined execution and completion of internal orders through effective collaboration with contractors and providers in alignment with contract goals.
• Performed assessments for operational efficiency improvements in designated zones.
• Conducted audits on recorded information from various operational areas to identify inconsistencies.
