An experienced Technical Officer with Authorised Person duties covering Mechanical, Petroleum and Working at Height. Implementing JSP 375 Safe system of works for Vivo and contractors alike. A focal point for guidance and clarity. to allow high risk activities to proceed safely, making decisions that are in the best interest of the company but do not conflict with the delivery of services to the customer or client.

Have also recently been involved in project works seeing tasks carried out from initial scope to completion on jobs ranging from £8000 to £1.5M.

Technical Officer

Currently employed as lead Mechanical/Pressurised systems Authorised Person (AP) for RAF Lakenheath and RAF Feltwell. also hold AP tickets for Petroleum and Working at Height.

In this role it is my duty to implement JSP-375 Safe system of Work, for high risk activities I 'am responsible for maintaining all documentation pertaining to this role this includes but not limited to; Permits to Work, Safety Programmes, Risk Assessments and Standing Instructions. I am also required to carry out Skilled person interviews and assessments to assure that all engineers working on site are competent to carry out tasks they are undertaking, this covers all engineers anywhere on site whether employed by Vivo or external contractor.

Control of the document centre for Mechanical systems also comes under my remit, this has to be kept up to date and ready to be externally audited to show compliance with JSP 375 vol. 3 chapter 4. The document centre holds all relevant paper work to do with running Chapter 4.

As Mechanical AP you are expected to be able to look over scopes of work and designs from a Subject Matter Expert (SME) perspective and give feedback or advice to any interested parties of any issues/changes you feel need to be considered or implemented.

In 2004 I started work for Atkins who were tasked with the maintenance of Colchester Garrison, I was a Mechanical and Electrical (M&E) Facilities Manager, AP for Mechanical and Petroleum and Confined Space, tasked with carrying out all planned and reactive maintenance on all assets for my discipline on Colchester Garrison. This equated to hitting KPI targets for the client on around 1500 PPM tasks per month.

Availability of resources on site was of vital importance due to Sodexo`s contractual risks and responsibilities. I was expected to make informed decisions to get work done as fast, effectively and as safely ass possible to reduce or remove any risk of contractual penalty. To achieve this I had direct line management of ten Mechanical engineers and six Electrical engineers for Sodexo this included Gas, Mech and BMS engineers, also indirect controlling of specialist contractors for things such as catering and fire suppression.

Energy management focal point, for Sodexo at Colchester, in 2015 as part of the energy PFI consortium I took on leadership role within the senior management team during the obtainment process to reach the certification to ISO 50001:2011( we were the first Sodexo business unit UK&I to achieve this) also the environmental focal point controlling and monitoring energy usage across the entire site.

Engineering Plant Operator (EPO) Maintaining heating and hot water plant at Colchester Garrison, control of the JEL Building Management System, AP for Mechanical , DAVS, Petroleum.

Property Services Agency (PSA) Whethersfield Air Base 1990 - 1994

Transferred to Colchester Garrison as mechanical fitter, working as one of the maintenance team, promoted to EPO in 1992.

PSA Wethersfield Air Base (USAF) 1987 - 1990

Started as an auxiliary Mechanical fitter carrying out maintenance and remedial repairs as part of site team. 

Weldtite Engineering Whethersfield Air Base 1984 - 1987

Employed as a fitters mate on installation of boilers and district mains, and aircraft fuel (JP8) lines and tanks.
