· To lead and oversee the day to day running of the College Finance Department, ensuring that all treasury, financial, management accounting and payroll functions are carried out in a timely and effective way.
· To lead on the recruitment, deployment and management of Finance Department staff to ensure they are qualified, deployed, managed and professionally developed in line with required standards, and in turn ensuring all staff make an effective contribution.
· In conjunction with budget holders meet regularly to set, monitor and update local budget forecasts, supporting budget holders to make decisions that enable them to meet or exceed their budget targets, whilst delivering quality outcomes in their curriculum or service area.
· To produce accurate monthly management accounts and associated reports, drawing together forecasts from monthly budget holder meetings, for submission to the Executive Leadership Team, Policy and Finance Committee and Board of Governors as required.
· To prepare and present accurate and appropriate financial and payroll reports to Executive and College Leadership Teams to aid decision making, performance monitoring and financial forecasting.
· To lead and oversee the college’s payroll function ensuring compliance with HMRC requirements and other statutory obligations to ensure the delivery of an accurate and timely monthly payroll.
· To ensure appropriate checks and balances are in place to mitigate the risk of error and fraud.
· To prepare the College’s annual revenue and capital budgets, and two- year forecast in full consultation with budget holders and the College Leadership Team.

· To continually monitor financial systems and processes to identify improvements or efficiencies as part of a quality improvement plan.
· To develop and maximise the use of financial information to enable financial information to be routinely monitored, reported on and evaluated. Ensuring the integrity and timely updating of the College’s financial and payroll systems and appropriate accounting controls and records.
· To work with the CFO to ensure that the College meets all accounting requirements placed upon it by funders, legislation and external statutory agencies. This will include the preparation and timely submission of funding claims and statistical returns as required by funding agencies and other statutory bodies.
· To oversee the preparation of the College’s VAT returns and advise on VAT matters.
· To ensure the effective development, implementation and evaluation of finance policies and procedures, including the College Financial Regulations, ensuring their consistent and compliant application.
· To lead on the College’s annual financial external audit process.
· To develop relationships and oversee the work of all partner agencies delivering financial services for the College, its students and stakeholders, identifying opportunities and acting as an ambassador for the College in all areas of work. This will include internal and financial statements auditors and the College’s bankers.

· Preparation, independent examination and submission of year-end financial accounts for all types of third sector organisations in South Yorkshire area, including charitable companies, unincorporated charities, social enterprises and unregistered constituted groups. These range in size from £5k-£500k income per year and include some sets of receipts and payments accounts with the majority produced in an accruals format.
· Preparation and submission of corporation tax returns for incorporated third sector organisations.
· Installation, training and continued support with day to day operation of accounting software (especially Quickbooks and Quickbooks online) for third sector organisations.
· Ongoing management accounting support for third sector organisations.
· Financial due diligence work around mergers for specific groups of third sector organisations in Sheffield.
· Training and support provided in all areas of finance (including book-keeping, budgeting and cash flow, full cost recovery, systems and financial practices and procedures) to third sector organisations.
· Responsibility for and line management of other Community Accountancy staff and management of department workload, budgets, income generation and business development.
