I hold a BA hons in Early Childhood studies.

I am currently completing a level 7 ILM certificate in Leadership & Management
I have completed training (on line courses or sessions) from IPSEA, the CDC, DfE, Ofsted and SENDIST.
NASEN training and was also part of the steering group who set up the SEN caseworker awards.
I have completed I have completed train the trainer courses and the following training:

Early Support Development Journals trainers
NAS Early Bird and Early Bird plus training
PECS training
Elklan speech and language training
Makaton and Signlong training.
Health training in regards to using oxygen, supporting pupils with tracheostomies and gastrostomies.
I am currently the Deputy Head of SEND and have been in post for nearly a year. Previously I have held the following positions: EHC Team Manager, EHC Quality & Reviewing Manager and EY’s SEN lead advisor.
All four posts involved managing teams and service delivery linking in with families, education providers & colleagues for
health, social care and voluntary agencies.
I have been working with a multi-agency environment supporting children, young people and their families for over 20 years
in my various posts.
Parents want to feel they have been listened and responded to and I feel lots of complaints can dealt with before they
escalate when good communication systems are in place. My current team ensure that they have/ or send a holding email to
a parent if they are unable to respond straight away with a date and time of when they will respond by. This helps to build
trust in the relationship with a family and that we want to be as supportive as possible. We also have a 3 day turn around to
respond to emails and phone calls so a parent is never left too long without a response.
I have chaired fortnightly multi agency panel meetings and lead on a join QA team looking at EHCP’s. I am currently working with
colleagues in health and social care to review their parts in the statutory assessment process. I have developed service
specific advice formats that will speed up the process at both side as they will be using a structured report to feedback back
into assessments and my team will have the information they needs for the specific parts the EHCP they fit into.
When I started at Rochdale LA the % of EHCP’s being issued within the 20 week timescale was less than 50%, I have worked
with the team in developing new processes and have restructure the team to support this so it is now consistently 95% or
more. During the Covid pandemic when we had to work from home the challenge of multi-agency working was even more
difficult so we set up remote meetings and panel very quickly so children and young people were not at a disadvantage when
waiting for decisions on placements and funding.
I provide legal support for effective delivery of the SEND Service which ensures long term organisational needs are identified
and met within a complex / diverse environment. Anticipating changing customer needs and their impact on the area of
responsibility.
I am able to identify and secure legislative processes to meet service requirements and manage, lead and support the service
around legislative framework ensuring that the SEND Officers are skilled in the legal framework and can apply this in the
implementation in the EHC needs assessment and EHCP.
I previously, had the responsibility for and manage mediation and tribunal processes from start to finish. Attending meetings &
hearing, briefing witnesses, preparing bundles and responses linking in with legal representation when necessary.
I have good knowledge and understanding of current SEN legislation: Children and Families Act, Equalities Act, SEND Code of
Practice, SEND Regulations, Case Law, statutory procedures and processes governing the provision of services for children
with special educational needs. Which has then supported my knowledge and understanding of the impact of SEND on
children and young people’s educational outcomes.
I complete our monthly data dashboard and am able to analyse a range of complex reports producing summary reports to
inform decision making for the service and its users, the allocation of resources and school placements. I am confident in my
decision making skills and in explaining this to others.
I pride myself on my interpersonal skills and have developed good strong working relationships with schools, education
settings, parent/carers regarding assessments, placements, support and any other matters of interest or concern that falls
within the remit of the SEND team.
I have a strong commitment to the ethos of working in partnership with parents/carers, children/young people, early years
settings, schools, colleges, social care, health and any other statutory or voluntary agencies to meet the needs and
aspirations of the child/young person.
I am fully conversant in using Microsoft office and have experience of using Capita and Liquid Logic case management
systems. I do like a spreadsheet.
I have excellent time management and organisation skills and am able to plan ahead for both short term and long term
needs.
I am very flexible in regards to working as my children are now adults. I have worked evenings and weekends in my past
posts to attend meetings, events and training.
I am happy to represent my LA at regional and national events and training.
I hold a full driving licence and have a fully compliant insured car for business use.

To play a lead role in improving outcomes for and raising the achievement of children and young people with SEND, deputising for the Head of SEND as appropriate at strategic meetings.

To lead on key pieces of multi-agency project work, aligned to the SEND Strategy across the local area.

To support schools/settings, education, health and social care staff to maintain high aspirations for children and young people with SEND.

To act as a key management conduit across Education, Health and Social Care, leading the interface between managers and Heads of Service in order to ensure effective multi-agency working across the local area.

Work on a multi-agency basis to ensure that the needs of children and young people with SEND are met and that good attainment, positive behaviour and good attendance are promoted, and exclusions reduced.

To lead and manage the education and multi-agency EHCP Quality Assurance process and provide reports to strategic meetings such as the SEND Steering Group and Schools SEN Panel.

To take the lead on post 16 SEN, including ensuring sufficiency of local provision and leading on a multi-agency approach to ensuring that young people with SEND make a successful transition to adulthood.

To oversee the work of, supervise and line manage the SENDAS administration team. This will include ensuring that all work is GDPR compliant, and that systems and processes are effective and efficient.

To work with colleagues and schools to promote inclusive practice in schools and to prevent the exclusion of children with SEND. To ensure complex issues are reported to the Head of SEND but take responsibility for finding appropriate solutions, liaising with relevant parties and following issues through to conclusion to ensure that the needs of children with SEND are met.

To attend a range of multi-agency meetings as the SEND representative e.g. the Virtual School Executive, Bolton Safeguarding Children’s Board, PfA Forum etc.

To lead and manage the effective running of the primary SENCO clusters and act as the LA representative for the secondary SENCO Hub.

To undertake any other duties as required by the Head of Service that are commensurate with the grade of the post.

EHC Assessment & Review Team Manager

1. To manage the statutory assessment and review process for children and young people with SEN to ensure that the Local
Authority’s statutory duties are fully met.
2. To take responsibility for the making of decisions on behalf of the Local Authority in relation to requests for statutory
assessments from both professionals and parents within statutory timescales.
3. To ensure the quality, accuracy, consistency and deliverability of all Education, Health and Care Plans (EHCPs).
4. To allocate casework within the EHC Assessment and Review Team and assume responsibility for more complex cases
including attendance at meetings for these children and young people and undertake any casework that arises from these
cases.
5. To line manage members of the team, carrying out appropriate supervision and the annual PDR.
6. To work closely with parents/carers of children and young people with SEN and to monitor, review and develop new and
effective ways of involving parents in the statutory processes ensuring person centred approaches are used consistently.
7. To take responsibility as the Safeguarding Lead on the Team and to ensure that the Council’s statutory responsibilities in
respect of the care and protection of children and vulnerable adults are discharged and delivered to the agreed standards,
eligibility criteria and procedures/guidance.
8. To support and challenge educational settings in ensuring that positive outcomes for this cohort of children and young
people are delivered.
9. In conjunction with special schools headteachers, plan for the placement of children in these schools.
10. To maintain an oversight of the placement of children and young people in educational settings who have moved into the
area and ensure that provision is made for them in a timely fashion.
11. To take responsibility for the management and monitoring of designated SEN budgets that relate to the work of the
team.
12. To lead on the preparation and presentation of SENDIST and mediation cases.
13. To ensure that complaints from parents, settings, elected members, other professionals and the Ombudsman in relation
to the work of the EHC Assessment and Review team are completed within timescales. If required to investigate complaints
across the SEN & CWD Service.
14. To plan, monitor and evaluate the work of the EHC Assessment and Review Team via performance clinic, annual plans
and the PDR process.
15. To play an active role in the Senior Management Team of the SEN and Children with Disabilities Service including leading
on agreed areas for the Service.

panels and on working groups.
