  • Continuing Healthcare Solutions Ltd has successfully completed a project to develop an effective appeal process in line with NHS England Guidance, including development of electronic filing systems, to ensure that information is produced efficiently and kept securely conforming with the General Data Protection Regulations. Continuing Healthcare Solutions Ltd contracted directly with NHS Devon CCG (formally NHS Northern, Eastern and Western Devon CCG) to support the delivery of the NHS CHC assessment and review function. Due to a backlog of cases an outsourcing contract had completed a number of assessments as not eligible for NHS CHC. This led to a number of appeals which needed clinical review and administrative support. Additionally there had been gaps in the service because of staff vacancies. The main responsibility was to support NHS Devon CCG in delivering the Quality, Innovation, Productivity and Prevention (QIPP) programme and Quality premium targets.

You were formally contracted by the CCG two years ago to oversee all work relating to CHC Appeals. You were directly awarded this contract as the CCG required someone to mobilise very quickly and be confident that the work would be picked up. In doing this you were offered limited support from the CCG and you were required to work autonomously. The CCG had a large number of outstanding appeals, which was a poor experience for families. The CHC team were unable at this time to absorb the workload. I was completely confident that you would provide a professional oversight of the appeals work and that you could be relied upon to manage the CHC Appeals workload, interface with CCG colleagues as appropriate, liaison with families/advocates and a direct contact on behalf of the CCG. In undertaking this work, we knew you could be relied on to operate in a professional manner in representing the CCG, that sound clinical judgment would be used in assessing and making recommendation for appeal outcomes. These outcomes and recommendations were consistent and the CCG could be confident in the clinical decision making. These outcomes and recommendations would also be relied upon at NHS England IRP Panels. The documentation was of a high standard and I know from feedback from the team, that they have much valued your input knowing you had prepared the case and could be confident that the documentation and recommendations were accurate. You have also had some positive feedback from families, which demonstrates an improved patient experience for families. You have provided supervisory clinical and professional support to team members and this has helped with their professional development, and spreading of good practice within the CCG team. Additionally, you have also demonstrated new models of working, through the use of expert administrative support- this is a model that the CCG has adopted. I have been pleased to work with you both personally and as a colleague. I believe the CCG position with regard to CHC Appeals has been left in a stronger place due to your input. I would have no hesitation in recommending you to other organisations and would contract with your services in the future should the situation arise.”
