Contingency Planning Officer

I am the Civil Contingencies Manager, responsible for ensuring we are compliant with all aspects of Civil Contingencies Act 2004 and Strategic Policing Requirement. A summary of main responsibilities include:

  • Risk Management - assessment of all potential risks, adapting the National Security Risk Assessment locally, working alongside the Force Business Continuity Manager and internal departments to provide external risk information to develop and inform appropriate mitigation plans. This is a dual facing role across the organisation and the Local Resilience Forum to ensure an integrated multi-agency approach
  • Development, coordination and quality assurance of both police and multi-agency plans in respect of those risks;
  • Capability planning - implementation of resilience standards and capability assessments as required through UK Resilience Planning; I am the Local Resilience Forum plans and capability lead for CT; CBRN and Maritime Risks.
  • Coordination of Training and Exercising within the Constabulary across operational, tactical and strategic levels. This is in relation to local, regional and national CT Threat & Risk; those local risks applicable from the NSRA and the various statutory requirements of CAT 1 and 2 Partner Agencies (COMAH/REPPIR/CAA/Port Security etc).
  • I am a tactical and strategic advisor to Police Silver and Gold Commanders, providing specialist knowledge of civil contingencies impact management during exercises and emergency incidents. I manage the CPD process for Tactical and Strategic Commanders, ensuring professional competence are in date and have the opportunities to accredit in that role, which contributes to a South East Regional specialist capability.
  • I am a member of the LRF Budget & Assurance Policy Group, responsible for ensuring any funding is allocated in line with Executive policy.

Senior Emergency Planning Officer

I was responsible for the County Council's Civil Contingencies Act compliance and the Service Level Agreement to 10 District & Borough Councils; ensuring preparedness in planning and response to Civil Emergencies.

  • Corporate Lead for Flood Mitigation (Flood and Water Management links to Multi-Agency Flood Planning);
  • Advisor to Tactical and Strategic Leads for Adults & Children's Services; Highways; Economic and Environment.
  • I was the LRF lead for the Multi-agency Flood Plan; Humanitarian Assistance ; Mass Fatality Management and Community Recovery. I developed the first versions of all plans between 2005-2013, using national guidance and significant experience in responding to emergency incidents;

Network Emergency Planning Manager

Based within the Contingency Planning, Business Continuity and Event Management Team at 55 Broadway, St James' Park, I was responsible for:

  • The development and implementation of contingency and emergency plans for a number of lines and stations on the Network. I developed a template for all 11 Lines & 220 + stations, promoting ownership of the plans/risks locally across what is a very diverse work force and environment;
  • Developing and facilitating training and exercising to line managers and station staff in respect of local and national risks, including Ex Osiris at Bank Tube Station in Sep 2003;
  • Supporting the Senior Incident Response Manager in coordinating the staffing and resilience of stations during disruption to the network, as a result of an internal business continuity incident or emergency;
  • The recruitment and training of the Incident Care Team, which went on to deploy in support of 7/7 in July 2005;
  • Response to Major Incidents. I was based within the Family Assistance Centre in the days/weeks after 7/7, part of the multi-agency Management Group supporting survivors; friends and relatives and bereaved families.

Meteorological and Oceanographic Observer

During my time in the RN, I served at Naval Air Stations; Air Craft Carriers and Central Command. Main responsibilities included:

  • Observing, analysing and processing meteorological and environmental data to assist in the creation of aviation safety briefs; ballistic reports and logistical programming;
  • Providing meteorological and oceanographic support to the campaigns in the Persian Gulf; Kosovo and Flag Officer Submarine Command, Whitehall to analyse and interpret oceanographic data supporting command decisions.

Experience gained: Personal resilience; analysis of raw data to inform decision making; working within a uniformed, disciplined organisation; respect for rank and structure; working within a diverse environment.
