Javaid is a Chartered Civil Engineer and Fellow of the three professional bodies in the UK - ICE, CIHT and APM with over 30 years’ expertise in managing region and teams as well as delivery of major highways, rail and other multi-disciplinary (primarily mega size) infrastructure projects both in urban and rural environment ranging for example from major new High Speed Rail, new motorways (e.g. 156km, 6-lane toll) projects to widening/improvement projects in different regions and procured under different procurement methods e.g. D&B, DBFO under ECI / NEC and FIDIC etc. Javaid’s expertise includes supporting to manage business, preparing delivery strategies as well as managing programme deliveries in both design and construction, client management, tender designs including major bids, project/programme management, contract administration, commercial and claims management.

    Project Role – High Speed 2 (HS2) Rail Project (Feb 2018 – Jan 2025)
    HS2 Phase 1 is the high-speed rail line from London Euston to Birmingham, West Midlands. Javaid has held multiple leadership roles in HS2’s civil works, overseeing contracted constructions value exceeding £5Bn.

    Construction Services Director (Recent Role)
    Led the delivery of an £80m ASC JV construction scope, overseeing project setup, organisational structure, and operational frameworks. Key responsibilities included:
    • Defining Standard Operating Procedures (SOPs) and management plans.
    • Leading mobilisation strategy, recruitment, and resource allocation.
    • Driving digital construction innovation and assurance techniques.
    • Establishing a risk-based approach to construction assurance.
    • Managing commercial contracts and stakeholder collaboration to resolve disputes.
    • Providing strategic direction to ASC’s construction services team.
    • Leading Arcadis' Global Community of Practice (CoP) for Construction Stage Services across UK, Australia, North America, and EU, promoting best practices.

    Scheme Design Close-Out (2020)
    Led the assurance and formal integration of the Scheme Design to facilitate HS2’s progress.

    Stage 2 Bid Proposal Development (2018 – 2019)
    Spearheaded the development of HS2’s bid proposal under NEC3 Option C, coordinating target price formulation, challenge review workshops, and Global Board Tender Review presentations. Also, played a key role in shaping HS2’s delivery strategy for detailed design and construction, securing JV Board approval prior to implementation.

    Regional Director (Sep 2020 – Nov 2023)
    • Managed regional operations across Birmingham, Cardiff, and Bristol, overseeing up to 80 staff. Later focused on Midlands (circa 70 staff) following strategic business restructuring. Responsibilities included:
    • Implementing highways business plans and monitoring performance.
    • Resource and talent management, aligning workforce with project demands.
    • Championing health, safety, and well-being initiatives (including Mental Health First Aid certification).
    • Driving staff professional development and engagement strategies.

    Doha, Qatar – Head of Highways and Infra – Major Projects (2016 – Feb 2018)
    • Led over 50-member highways team (directly reporting to me), ensuring resource optimisation and capability alignment with market needs. Oversaw:
    • Strategic bids for new projects, managing technical and commercial aspects.
    • Tender design management for contractor submissions under Design & Build (D&B).


    Senior Project Manager on Doha Expressways Group 2 and Group 5 particularly P026 and P060 Projects, Approx. QAR 10Bn [over £2Bn] (2013 – 2016)
    • Led multi-billion-pound infrastructure projects, overseeing design teams of over 150 staff across the UK, USA, Qatar, UAE, Bahrain, India, and Manila. Managed:
    • Programme delivery, ensuring compliance with technical standards and budget constraints.
    • Risk mitigation strategies and change management (including VO/Claims).
    • Leading and coordination of many sub-consultants covering traffic signage, street lighting, bridge architecture, and temporary traffic management.

    Projects in my portfolio:

    • Expressway P026 (15km, six major interchanges, pedestrian/cycle crossings, 6km tunnel for high-voltage cables, and a 14km Strategic Storm Water Tunnel).

    • Expressway P060 (17km, six major grade-separated interchanges, 11km storm water tunnel).

Halcrow a CH2M HILL Company, U.K. – Senior Project Manager (2007 – 2013)

A45 Dual C'Way Diversion and Birmingham International Airport Runway Extension under Design & Build (D&B) NEC3:

A £65 million project. Leading Designer's Site Representatives (supervisor and coordinator) on site.

On the above Design and Build project responsibility include to ensure work is carried out in accordance with the contract and design/spec and any non-conformance reports are issued where work does not comply with. Issuing construction certificates for completed works to support the contractor's payment certificates. Also responsible to resolve day to day technical queries from the contractor and coordination with design and operations team plus other stakeholders and design change management/process etc. Coordination of H & S issues with CDM coordinator and information for H & S File. The project's key elements are:

  • Approximately 2-km dual carriageway re-alignment
  • Extension of current Birmingham Airport Runway to increase its capacity
  • Three major structures
  • Diversion of mega water channels and
  • many other services

2011 – 2012, New Providence Road Improvement Project (in Bahamas), Initially D&B and Later Awarded under FIDIC:

A $206 million. As a Project Manager and being Halcrow's primary point of contact with the Ministry of Works and Transportation (the Client) responsible for design delivery of 17 different roads. Some new single and dual carriageway links in rural as well as semi-urban areas while others involve improvement of purely existing urban areas road network. He also resolves day to day design issues as they arise during execution. He represents Halcrow at Project Meetings with the Client (up to the Prime Minister level), the Engineer, the (Argentinean) Contractor and other stake holders. Halcrow is the Designer for the scheme (17 different roads on the Island) with Mott MacDonald undertaking the role of the Engineer for the Ministry. The improvements include:

  • Widening of existing roads with inclusion of new sidewalks
  • Replacement and improvement of existing underground infrastructure e.g. replacement of existing water mains with new, replacement and additional (new) utility ducts for future use.
  • New pavement structure to Florida standards
  • Provision of new sidewalks in urban areas
  • New street lights on all 17 roads
  • New drainage system on all 17 roads
  • All new signals (total 48 signalised junctions)
  • New road marking and traffic signs to UK standards
  • New and improvement to existing landscape

2009 – 2011, M25 Motorway Widening (DBFO):

A £6.2 billion project. He was the design review manager. Mainly his responsibilities (as part of Department Nominees Consultancy Support) include management of design reviews leading the specialists' team ensuring that the DBFO Co submissions meets the core requirements under the contract and any comments raised on the design review are implemented on site in accordance with contract.

2007 – 2009, Owen Street Relief Road (D&B):

A £18 million project. Design Coordinating Manager. On this multi-disciplinary project owned by multi clients (Network Rail and Sandwell Borough Council as main client) was mainly responsible to coordinate and resolve day to day design issues among the package managers and other parties (e.g. external cat-III checker). The scheme includes a new relief road 350m long passing through a new underbridge. This box structure (underbridge) was constructed off-line and then jacked under the West-coast main railway tracks in a 101-hour railway possession. This scheme also includes piled wall in both approaches of the underbridge, improvement of an existing pedestrian subway, partial demolition of existing (NR) Bridge 51, a new car park and a new retaining wall to the existing bridge over Birmingham canal. This was a Sandwell MBC and Network Rail funded scheme. The Scheme won the following awards.

  • Construction News 2010 Quality Award (project having £10 to 50m value)
  • West Midlands Centre for Constructing Excellence – project of the year 2010 award
  • ICE West Midlands Construction Award – 2010.

Key Responsibilities:

  • Managed two construction and infrastructure schemes for oil & gas facilities in remote areas.
  • Supervised infrastructure development and approach roads. Managed health and safety and environmental issues during construction.
  • Undertook client management/liaison, coordination with contractors and certification of all contractors' work done in accordance with the specifications.
  • Supervised restoration works for unsuccessful fields, in accordance with H, S & E policies.

Bayindir Construction Inc., Pakistan – Senior Civil Engineer on Islamabad – Peshawar Motorway Project (156 km long with several junctions and emergency airstrip for Airforce jets) - (2000 - 2003)

Key Responsibilities:

  • Since the termination of Bayinder's Contract with NHA, he was given the task of Management and Preparation of as-built drawings and final measurements of works executed up to the termination. My responsibilities also included control and co-ordination of joint measurement surveys with the Consultants in order to prepare the final settlement account.

Earlier Role:

  • General management and preparation of quantification of monthly IPC (Interim Payment Certificate) for the work done of highway and related earthwork & pavement courses cross sections and other supporting data using MX, AutoCAD and Excel etc.
  • Supervision/Preparation of all kinds of construction drawings involved in Highway construction (road X-section and plan-profile etc.), using MX and AutoCAD.
  • Co-ordination with site staff and providing and controlling all kinds of data required in survey & setting out generated with the help of MX.

Guerrino Pivato SpA-Pavital Engineering JV, Pakistan – Technical Manager / Technical Engineer – Highways (1996 – 2000)

Key Responsibilities:

· General project and financial management.

· Supervising/preparation/designing of all construction drawings involved in highway design using PROST and Eagle Point (Italian & American softwares for Highway Design Engineers) and AutoCAD.

  • Analysis of roadway drainage.
  • Handling all the technical problems during the execution of work.
  • Preparation of monthly progress reports.
  • Handling / supervising the technical matters regarding variation orders and claims as well.
  • Technical and financial proposals of reconstruction and rehabilitation of highways.
