  • Led evaluation of sustainable HIV programmes for UNAIDS/WHO, overseeing teams of staff consultants and partners across 12 countries worldwide.
  • Author of grant management guidelines for the Royal College of Surgeons in Ireland (RCSI), 2024.
  • Spearheaded development of successful donor proposals, including the Alliance for Public Health proposal to the Global Fund focusing on sustainability of services for key populations in Eastern Europe 2022.
  • Facilitated discussions regarding a potential nurse workforce sharing arrangement between Ireland and Kenya for the Department of Foreign Affairs in Dublin 2023.
  • Spearheaded creation of comprehensive research report policy brief (6 pages) and advocacy brief (2 pages) addressing crisis in harm reduction funding.

  • Cambodia’s first multi-sectoral strategic plan and annual implementation plans for health responses to drug use.
  • The establishment of Cambodia’s first opioid agonist maintenance therapy service that opened in 2010 as a public-private partnership between the Ministry of Health, NGOs and communities, ensuring quality assurance and quality control measures are maintained and which continues serving over 350 people every day.
  • An agreement between the Ministries of Finance and Health to fund services long-term.
  • Stakeholder relations and problem-solving involving national police, hospitals and health centres, NGO community outreach, and groups of people who use drugs in providing needle-syringe exchange services and referral to other health and social care opportunities.
  • Project manager of a USD10 million health programme that built partnerships between Government Ministries, UN agencies, NGOs and marginalised communities.
  • As a result, I was awarded the Sahametrei Medal by the Cambodian Government for outstanding contributions to the country.
