Cost Management & Reporting

• Developed and managed accurate cost plans, budgets, and forecasts for multi-million-pound property development and refurbishment projects, ensuring alignment with client objectives.
• Implement robust cost control procedures across multiple concurrent projects, ensuring consistency in financial reporting, cost capture, and commercial risk management across the project portfolio.
• Develop and maintain project risk registers, categorising risks by likelihood and impact, and assigning clear mitigation actions and ownership to ensure accountability and risk control throughout the project lifecycle.

Procurement & Tendering

• Lead end-to-end tendering processes for small & large refurbishment/capital works projects, including the preparation of comprehensive tender documentation such as supplier selection, bills of quantities, pricing schedules, preliminaries submission, and technical specifications.
• Maintained contractor engagement and tender evaluation, ensuring that tender responses are assessed thoroughly for compliance, commercial competitiveness, and technical quality — including detailed risk assessment and scoring matrix.
• Developed procurement strategies working with the Procurement & Commercial teams, aligning with framework objectives, market conditions, and commercial governance. Including Digital Procurement Tools, Spend Analysis Dashboards, Centralised Procurement Policy Review & Procurement Training.

Contract Administration

• Working with Legal to administer a range of standard and bespoke construction contracts, including JCT & NEC. Ensuring that all contractual obligations are met, risks are effectively managed, and projects are delivered in accordance with agreed terms and commercial expectations.
• Prepare, review, and issue contract documentation, including letters of intent, frameworks agreements, amendments, and associated schedules, ensuring all documentation is accurate, legally compliant, and aligned with the procurement strategy.
• Lead on the assessment and certification of interim payments, final accounts, and retention releases in accordance with contractual terms, ensuring fair valuation of works and timely payments to maintain cash flow.
• Management & capture of contract variations, change control procedures, and compensation events, assessing cost and programme implications while maintaining clear audit trails and upholding the agreed contractual terms.
• Monitor supply chain performance against key contractual deliverables, service levels, and key performance indicators (KPIs), escalating issues where necessary and applying contractual resolutions due to poor performance.

Stakeholder Management

• Act as the principal commercial point of contact for internal and external stakeholders across the project portfolio, ensuring clear communication of cost changes, programme updates, and contractual obligations at all stages of project delivery.
• Build and maintain strong working relationships with client representatives, operational teams, design consultants, & supply chain to facilitate collaborative working and set out project objectives.
• Supported early engagement with stakeholders during project planning to understand client priorities and constraints, ensuring that commercial & procurement strategies aligned to deliver required project outcomes.

Forecasting & CVR Reporting

• Lead the preparation of monthly Cost Value Reconciliation (CVR) reports, ensuring accurate, consistent, and timely reporting of committed spend, and earned value, in alignment with approved business forecast.
• Review and analyse project revenue and expenditure in detail, identifying cost variances, overspends, and commercial risks, and producing commercial commentary against project performance to senior stakeholders and commercial leadership.
• Conduct in-depth analysis of project profitability and commercial performance, identifying underperforming projects, associated commercial risk, reforecasting, or reallocation of contingency to maintain commercial balance of project portfolio.

Risk Management

• Provided the identification, assessment, and quantification of commercial and contractual risks across property-related projects and programmes, ensuring that risks are captured early and integrated into cost plans, procurement strategies, and project governance processes.
• Held commercial risk workshops during early project stages, engaging stakeholders in identifying potential cost, programme, and compliance risks, and embedding mitigation strategies into pre-construction plans.
• Provide commercial input into lessons learned and post – project reviews, scrutinising risk events root causes, assessing the success of mitigation strategies, and reviewing best practice for future projects.

Client Billing & Debt Management

• Prepare substantiated billing documentation to accompany payment applications, including breakdowns of measured works, variation summaries, relevant cost evidence, and change control records, to support open book and dispute – free billing.
• Ensure timely and accurate invoicing in accordance with contract terms, including payment notice periods, certification deadlines, and legislative requirements such as the Housing Grants, Construction and Regeneration Act 1996.
• Liaise directly with client representatives, commercial leads, and accounts payable departments to resolve queries, clarify payment discrepancies, and ensure the timely settlement of certified amounts.
