Summary

I have had the opportunity to work across a wide range of government departments including the Home Office, Cabinet Office, Ministry of Justice, Department of Energy and Climate Change (now Department of Energy Security and Net Zero) and the Department for Work and Pensions. In these roles I have worked alongside diverse operational partners from law enforcement, criminal justice, the UK intelligence community and defence, as well as private operators of the UK’s critical national infrastructure. I thrive leading teams to tackle complex problems when tangible results really matter.


After leaving the civil service and joining TJC, a consultancy firm, I was deployed into the Home Office Accelerated Capability Environment (ACE) to lead the change programme as its leadership transferred from TJC to a team of civil servants. I was able to deliver this complex management and commercial process leaving a confident Home Office team to take over a key national security capability.


I have extensive experience establishing and leading teams to develop and operationalise evidenced-based policy in high profile areas and during crises. I enjoy problem solving and have a proven record of finding new approaches to long standing challenges. I excel at navigating and building influential relationships across large and complex organisations in government, the private sector, third sector and overseas. I understand what drives decision making and tailor solutions that are proportionate to risk and cost. My personable approach allows me to work confidently at senior levels, with CEOs, investors, and with those delivering at the frontline.

  • Home Office ACE Change Lead - led the transfer of Accelerated Capability Environment leadership from TJC to a new Home Office team. Project managed the transition process, designed new leadership operating model and embedded the new civil service team so that they could take over ACE ‘mid-flight’ with no loss of continuity.
  • The Ministry of Home Affairs (MHA) Singapore required strategic Engagement with the UK innovation ecosystem. I led a team that introduced MHA to over 50 tech start-ups and SMEs in the UK 5 of which went on to win places on the MHA’s prestigious Dimension X Programme. I facilitated engagement with UK government for the MHA. Delivered a comprehensive proposal for an MHA innovation programme in the UK.
  • Using open-source intelligence from social media to build a predictive model for the UK government. The UK Government’s existing predictive model was failing and needed a new approach. I developed a proposal to use social media data to develop a new, more responsive model and identified Quantspark as a suitable technical delivery partner. In partnership with Quantspark I delivered a successful proof of concept and the customer has requested further development.
  • Additional corporate role: Company Security Controller – conducted root and branch risk assessment, developed a new security strategy and produced a new set of security instructions (policies) that comply with the highest government standards.

Deputy Head of Counter Terrorism Policy

  • Established a new Counter Terrorism Team in the Ministry of Justice.
  • Designed operating model for new team, developed and managed a new programme work and led change management process to embed new team.
  • Developed a strategy to allow MOJ to start to address unmanaged CT risks in the department.
  • Provided stakeholder management and business analysis across the prison service for the Independent Reviewer of Terrorism Legislation, Jonathan Hall KC, during his review 'Terrorism in Prisons' which was presented to Parliament in April 2022.
  • Scrutinised the function of the prison chaplaincy in countering terrorism. This process utilised my extensive understanding of British Muslim Communities and Islam and included evidence gathering and analysis, active facilitation of workshops for stakeholders on complex technical issues.

  • Managed a multi-disciplinary team to develop, implement and run a de-radicalisation programme for terrorist prisoners in prison and on probation. Led multidisciplinary case management panels to decide how deradicalisation intervention should be implemented for high profile terrorist prison releases. Coordinated activity across government with agencies, police and MAPPA. Led a change programme that pushed decision making to frontline operations and away from central government.Managed poor performance issues with commercial providers.
  • Designed, embedded and evaluated operational policies in prisons and probation on the management of terrorists.
  • Response to the UK terrorist attacks of 2019 and 2020 at Fishmongers’ Hall, HMP Whitemoor, Streatham and Forbury Gardens. Led a rigorous, evidence based review of the release of high-risk prisoners.
  • Leveraged novel operational and legal avenues to prevent the immediate release of prisoners who posed an imminent threat. This included serving on the Bill team for the TORER Act 2020.
  • Designed and implemented a new power for the Secretary of State for Justice to refer to the Parole Board those prisoners who, at the point of automatic release, otherwise pose a significant risk of serious harm to the public.

  • Security and Government-to-Government lead for the National Security Council’s Gulf Strategy.
  • Worked across government to educate departments on how to develop commercial relationships with Gulf States.
  • Reviewed Government Security and Justice Programme in Kuwait which included challenging management with the Minister of Interior after the execution of a minor.
  • Put in place the process for the UK’s bid to host the initial public offering of shares in Saudi Aramco, one of the largest and most significant flotations in history.

Security Industry Engagement Team

10.2013 - 12.2016
  • Used business development techniques to develop, negotiate and lead the UK's government-to-government (G2G) security cooperation agreement and memorandum of understanding with the State of Qatar.
  • Built an influential network across the security establishment of the State of Qatar and in particular the Ministry of Interior, State Security Bureau and Supreme Committee for Delivery & Legacy (the FIFA World Cup 2022 committee in Qatar).
  • Leveraged all parts of the British Embassy in Doha to make a coordinated effort to develop the security relationship.
  • Developed a business model then adopted by the Home Office Accounting Officer that enabled the UK government to bill other nations for client-side professional services.
  • Prepared, won the award, then delivered a national biometrics programme to the Ministry of Interior, funded by the State of Qatar. This was the first international security delivery programme awarded to the UK Home Office under a G2G security cooperation agreement.
  • Developed a highly-sensitive cyber security programme across the State of Qatar.
  • Built strong, credible relationships with UK industry and assisted their delivery in Doha.

  • Wrote and published the government report 'Child Poverty in the UK: the report on the 2010 target' within 24 hours of the data being available.
  • Wrote and published the government consultation 'Measuring child poverty: a consultation on better measures of child poverty'.
  • Led a team through government consultation events across the UK, personally representing the government’s position to a large number of, frequently hostile, expert stakeholders.
  • Extensive public speaking with challenging, tough audiences.
  • Managed a large team to analyse complex government consultation returns accurately.

  • Mapped and categorised the UK’s critical national infrastructure for energy.
  • Instigated the Department’s first modern approach to the cyber threat by beginning to map the sector’s key assets and interdependencies. This team has now grown to 30+ officers.
  • Oversaw the deployment of armed police officers at critical energy sites.
  • Received training and exercising in preparation for UK energy emergencies – a notable experience was to put this into immediate practice during the 2012 UK fuel crisis during the petrol tanker dispute.
