Controller of Site Safety (COSS) – Track & Civils

• Take responsibility for the safe management of workgroups undertaking track, civils and railway renewal works on or near the operational railway.
  
• Deliver comprehensive COSS briefings, covering the Safe System of Work, line status, site hazards, access/egress arrangements, limits of work and emergency procedures.
  
• Arrange, implement and manage Line Blocks, Line Clear Verifications (LCV) and other required line protection arrangements in liaison with the Signaller and relevant railway personnel.
  
• Work safely around OLE infrastructure, ensuring appropriate controls are in place for workgroups operating within electrified areas and maintaining compliance with the relevant safe working requirements.
  
• Experienced in working with and raising/cancelling Form Cs to allow for a safe working environment around OLE, ensuring that all paperwork and procedures are in place for the group to work safely.
  
• Lead and supervise workgroups during railway renewals, track works and other track maintenance duties. Civils projects work including bridges, tunnels and structural activities.
  
• Undertake dynamic site safety assessments, identifying changing hazards and implementing suitable control measures to maintain the safety of the workforce and railway.
  
• Liaise effectively with Signallers, Engineering Supervisors, Site Supervisors and project teams to coordinate safe access, possession arrangements and worksite protection.
  
• Monitor compliance with the agreed Safe System of Work, intervening and stopping work where necessary if unsafe conditions or changes to the planned arrangements arise.
  
• Maintain accurate site safety records and documentation, ensuring briefings, protection arrangements and relevant safety procedures are correctly implemented and recorded

• Work in a team to do daily checks of track to ensure that there is no built-up adhesion that could cause train slippages.
• Work along side a signaller to take line blocks to access track to respond to call outs.
• Use a rail scrubber and interflon to remove any adhesion when called out to.
• Respond to call outs that are given to us by a control office when they are notified about any train slips.
• Ensure daily reports have been completed on each station checked throughout a shift.

• Carry out general track maintenance and renewal activities, including rail changes, sleeper replacements, component replacement and associated trackside works.
• Work safely in and around RRVs (Road Rail Vehicles), supporting machine operations, loading/unloading activities and maintaining safe working distances and exclusion zones.
• Assist with rail welding and stressing operations, including preparation of the work area, rail preparation, handling materials and ensuring the site is ready for specialist welding teams.
  
• Undertake trackside material handling, including the movement, loading and distribution of rails, sleepers, ballast and other railway materials.
  
• Complete compound-based activities, including preparation of materials, maintaining organised storage areas and ensuring equipment and materials are available for planned works.
  
• Assist with site paperwork, material records and delivery documentation, ensuring relevant information is accurately completed and maintained.
  
• Support possession and worksite activities, working as part of a team to ensure tasks are completed safely, efficiently and in accordance with the agreed Safe System of Work.
  
• Use a range of hand tools, small plant and track equipment safely and effectively while maintaining good housekeeping and site standards.
  
• Work closely with COSSs, Site Supervisors, machine operators and other railway personnel, following instructions and communicating effectively to maintain a safe and productive working environment
