REGULATORY AFFAIRS MANAGER

  • Provide regulatory support for the business in preparation of the introduction of the Open Banking regulatory regime in New Zealand
  • This support ensured we established a robust, clear and cohesive position which communicated ANZ’s position in submissions and discussions with regulators
  • This ultimately helped to influence the direction of certain regulations to assist customers and industry alike
  • Provide regulatory support for the business in preparation for the introduction of amendments to New Zealand’s retail payment system, specifically regarding the regulation of interchange fees
  • This includes providing assistance to produce robust and clear submissions in response to government consultations
  • Our submissions ultimately led to New Zealand’s Commerce Commission reconsidering some of the proposals around the potential regulation of interchange fees
  • Provide regulatory support for the business in response to the introduction of a biometrics code in New Zealand
  • This includes supporting our Privacy team to produce analysis and comment on the draft Biometrics Code for it to become fit for purpose
  • To date, our work and comments have influenced areas of the Code and its implementation to ensure it meets the needs of customers and industry alike
  • Work with Business Units across ANZ to ensure appropriate awareness of regulatory change initiatives, the regulatory environment, and regulatory engagement
  • Represent ANZ on relevant industry groups, such as the New Zealand Bankers Association
  • Develop and maintain relationships with external bodies such as regulators and other government agencies and work with them to represent ANZ’s views in respect of regulatory change initiatives or regulatory interactions
  • Assist with the creation of processes and procedures relevant to the management of the regulatory change and regulatory interactions as part of ANZ’s compliance management requirements, and the New Zealand Division Obligations Register in our data system

  • I led several workstreams developing and communicating Genesis’ position on regulatory issues in the energy sector, including our response to the Climate Change Commission’s Emissions Reduction Plan, electrification of transport and workforce related issues
  • This work involved a combination of policy and communications work to develop our position in submissions, key messaging (written and verbal), and other advocacy documents
  • Proactively engaged with stakeholders to identify areas of regulatory risk for Genesis, and opportunities to influence policy outcomes that will be beneficial for the company and the sector
  • A key example of this includes advocating for the use of biomass and the development of a bioeconomy in New Zealand
  • Kept pace with regulatory changes in our field to ensure Genesis was keeping pace and complied with these changes
  • Responded to enquiries from officials regarding Genesis’ position from a regulatory perspective on occasion, for example Official Information requests that concern Genesis or information we can provide to assist policy development
  • Maintained a good internal network with other staff to help develop Genesis’ position on key policy issues that arise

POLICY ADVISOR

  • Led the review to improve the efficiency and efficacy of the financial dispute resolution scheme system in New Zealand
  • I was tasked with and achieved robust submission analysis, the drafting a regulatory impact statement and advising and seeking approval from the Minister and on the proposed changes
  • Tasked with developing an evaluation framework for New Zealand’s Financial Advice Services regime (FSLAA regime)
  • For this project, I developed an intervention logic model, and an approach and methods for how to measure the desired outcomes of the regime now and in five years’ time, to test if it is achieving its purpose
  • Supported the review of the National Environmental Standards for Telecommunications Infrastructure (NESTF)
  • I worked with key stakeholders at the Ministry for Environment to identify gaps to ascertain if the standards were fit for purpose and drafted required amendments accordingly
  • Tasked with leading MBIE’s response to the Regulatory Review Committee’s inquiry regarding the Outdoor party’s complaint about the 2016 NESTF review
  • Project lead for a cross-government project with the Commerce Commission, to appoint the new Telecommunications Commissioner at the NZ Commerce Commission
  • This included a Governor General appointments process that required Cabinet approval
  • Developed event briefings to support the Minister in stakeholder meetings
  • This included providing key information about a stakeholder and talking points for meetings
