Summary

Senior local government officer, Chartered Waste Manager and member of the Chartered Institution of Wastes Management and the National Association of Waste Disposal Officers with over 29 years experience including household and commercial waste collection services, dry recyclables and organics, waste disposal, bring site networks, household waste recycling centres (DSO and client), public conveniences, clinical, hazardous and bulky waste collections; behavioural change and waste aware programmes. Previous direct responsibility for a revenue budget of £16m including income of £1½m. Operational experience underpinned by prime responsibility for all relevant policy and strategy formulation and implementation including the full suite of typical client-side roles as well as senior leadership roles in direct services successfully working across two tier structures. I was previously Chair of the CIWM Special Interest Group on Waste Prevention and sat on the Institution’s Scientific and Technical Committee responsible for advising the Institution on matters of policy. Currently using these skills to develop both the Hertfordshire Waste Partnership and Hertfordshire Fly Tipping Group working on behalf of 11 partner authorities and a range of external stakeholders to implement and manage Hertfordshire’s Joint Waste Strategy and associated work programmes covering services with an annual expenditure of £89 million. I am the senior executive officer responsible for the Partnership’s long-term governance arrangements as well as providing HWP support to the County Council’s residual waste treatment programme. I also provide internal consultancy for the partner authorities including operational, technical and strategic support to both individual authorities and sub county clusters. This ranges from providing policy guidance and advice to executive Members including Council Leaders and Portfolio Holders to computer modelling collection services with frontline staff delivering efficiencies as well as supporting new service design and implementation.

I am a passionate believer in the idea that those who are able to should look to contribute to their local community in some way. In the past this has included being a member of the Rotary Club of Uxbridge, including being the youngest member in the club’s history to hold the office of President. My main duties revolved around the delivery and operation of the annual Uxbridge Autoshow. The show raises approximately £30,000 per annum (over £400,000 since the show started), for various local, national and international charities. Notable are significant contributions to programmes like Polio Plus which has seen Polio eradicated from most of the world. On a local basis the funds from the Autoshow help support various events including the Older Persons Xmas Lunch and the Senior Citizens shopping day. In the spring the Club holds the annual Jack Evans Awards which recognises the achievements and community contributions from leading members of the student population as well a whole range of other events and activities provided under the context of ‘Service Above Self’. In addition to previous community service as an On-Call Firefighter with Essex Fire & Rescue, when not at work, I am a school governor as well as being a Team Leader with Suffolk Lowland Search and Rescue, which is a voluntary organisation ready to assist the emergency services across Suffolk in finding missing children and vulnerable adults. SuLSAR is on-call 24 hours a day, 365 days a year. I also serve as a 'Bloodrunner' for Service By Emergency Response Volunteers (SERV - Suffolk & Cambridgeshire) providing free essential services to local NHS Hospitals, Air Ambulance Services, Hospices, Human Donor Milk Banks and vulnerable patients by transporting blood, blood products, patient blood samples, medicines, medical equipment, and donated human milk.
