Summary

I recently completed two critical assignments as a World Bank consultant on an international development program with an annual budget of $25 M and non-governmental organizations coordination at the Ministry of Economy in Afghanistan.

My strong drive for change begins with proven policy and procedure development, organizational effectiveness, and relationship building have prepared me to hold these positions.

In my last two positions, I grew the policy and procedures development for NGOs effective coordination that did not happened in 14 years since 2004, and the regional program’s annual budget from $3 million to $25 million for funding development and humanitarian projects in Afghanistan. It was due to regular planning, resource mobilization, communication, bureaucracy reduction, and the establishment of sound management, and support systems in the Ministry of Economy of Afghanistan.

Competing interests and barriers often made my position challenging, but thanks to coordinating regular remote and in-person meetings with the ministry leadership and directorates at the provincial level were sorted out the problem and made changes happen.

My seven years of experience with international organizations such as Oxfam GB and ActionAid enabled me to handle complicated programs and join the government to utilize my knowledge, skills, and competencies. I believe my accomplishments in a country like Afghanistan are enormous.

A reputable organization offered a team leader position for a university student, facilitated accelerated education for 3400 adult girls, and enrolled in their secondary schools.

A fresh graduate was assigned in charge of the regional program and created a better environment for life in program coverage areas by building local advocacy and change-makers in six thematic areas, good governance, human security, women's rights, child protection, and food security.

A talented young woman was assigned as a multinational program/project manager and established networks of 6000 women and youth activists to advocate for women's leadership, participation, and access to justice at national and international levels.

From a competitive recruitment process, I have been assigned as the youngest head of a department in the reputable position of the Ministry of Economy of Afghanistan.

Despite all the challenges I have faced in my 16 years of working in very conflicted affected areas and people resources were moderate with the incorporation of long-life learning, research, adaptability, and negotiation skills was able to meet it, expand it, and consistently meet the organizational goal.

At that time, I tried to emphasize procedures and policy development to avoid challenges that were effective, and I passed the torch on to enthusiastic and capable colleagues who were interested in working for a better future for the country and the people we served them.

My background guides me to always accept high risks and put myself in a challenging position that can utilize my competencies and serve people in need.

▪ Developed well-defined procedures, guidelines, and restructured the Ministry of Economy regards to NGOs activities coordination and its 34 Directorates of Economy.

▪ Built the capacity of NGOs coordination department staff at the Ministry of Economy and its 34 directorates of the economy in provinces.

▪ Developed a new strategic planning system, improved data management systems, built outreach and communication capacity of the ministry, and improved MoEC-DoEC relations through the establishment of new procedures and guidelines.

▪ Led the development and implementation of the regional development program with an annual budget of $ 15 M in accordance with national and local needs, the government of Afghanistan, and donors’ priorities.

▪ Built strong relations with international and regional economic cooperation organizations and raised a huge amount of budget that funded different projects in Afghanistan in various sectors.

Built the High Impact Community Development Projects (HICDP) program well well-defined and impactful program for the government of Afghanistan which was implemented with the collaboration of 19 line ministries, and NGOs in 34 provinces of Afghanistan 2.5 million people benefited from 430 completed projects.

▪ Provided on-the-spot advice and technical support on problems arising including negotiation and mediation in dealing with difficult situations;

▪ Trained national and international staff including staff of the government and implementing partners.

▪ Established close coordination and communication within UN systems, the government of Afghanistan, partners I/NGOs, and other external organizations and passed several important legal documents including EVAW law, 1325 Plan of action, and establishment of gender unit in all government departments.

▪ Let the Action Aid International floods response in 2010 reach almost 70% of the population in need through the establishment of flood response committees with active involvement of the UN human security cluster.

▪ Mainstreaming of gender aspects of the ActionAid program in five pillars increased women's participation in the local decision by 50% in program coverage areas and conducted regular capacity development training across five regional offices with the participation of implementing partners and national counterparts;
